Harmonious Systems

  • Name of Organization  

    The Worldview of Harmonious Coexistence is a proposal for forming an international organization, which can be called the ‘United World Organization’ (UWO) or ‘World-State Family’ (WSF). The United Nations can either adopt this model or a new organization can be formed.

  • General Assembly  

    To make the UWO completely effective and to structure it in the best shape, it will be necessary to organize the existing Regional Organizations (ROs) properly by rearranging and strengthening them. The members of the General Assembly of the UWO should be elected from ROs with representation based on population. The members of ROs should form the UWO General Assembly, and nations should form the effective ROs. In the current scenario this will be one of the most challenging tasks to reorganize and empower ROs properly. However, if the current nation-states can recognize the importance of a good global governance system for the wellbeing and progress of their own nation and for the whole world, then it will not be difficult. Through proper education and proposals, world leaders can recognize that the wellbeing of all includes the wellbeing of oneself. It will not be difficult for nations to accept this proposal if they show openness, as this proposal will not interfere or disturb their internal affairs, rather it will ensure the wellbeing of their nation and people.

    To rearrange and make the organizational set-up effective, there will be only one main body in the UWO. This can be called the ‘General Assembly’. Members for General Assembly will be nominated from all the nation-states (until ROs are shaped properly). All the members in the General Assembly will be appointed as full-time representatives to provide their service to operate the UWO. Nation-states should appoint a
    representative who is highly capable and well-rounded in skills, expertise, knowledge and who has demonstrated strong ethical conduct in daily living. The member should have a comprehensive vision and commitment for the wellbeing of the entire humanity and planet.

  • Secretariat and Secretary General  

    According to this proposal, there will not be a separate secretariat to operate the UWO. Members of General Assembly will be appointed for a full-time 4-year term, and will be responsible for the daily operations as well. Members of the General Assembly will elect one person as their Chief-Representative. The entire UWO will be led by the Chief-Representative in collaboration with all the other members to fulfill the responsibilities and duties of the UWO towards the world. To fulfill the duties and responsibilities of the UWO General Assembly, five councils (as described in ‘Councils and Scope of Work’) will be established.

  • Councils  

    Five councils will be arranged in order to execute all decisions made in the General Assembly. The General Assembly will nominate members for the five councils to operate all their activities and programs. Each council will consist of 10 members on a four-year term, with a special exception for the Justice and Security council due to the present circumstances. The members will be nominated for the Justice and Security
    council from every RO with representation based on their population. Each member will have equal rights, and there will be no power of veto.

    Note: If the UN will adopt this proposal then these five councils will replace the existing councils such as security council, economic and social council, trusteeship council and international court of justice.

    Apart from the five councils, if there will be any special situations or requirements to accomplish certain tasks, then committees, specialized agencies or programs under the one, or in conjunction with multiple councils can be arranged. To address the current global challenges, the General Assembly should immediately establish the following UWO programs:

    • – Climate Balance and Ecological Restoration
    • – Global Cooperation
    • – Renewable Energy
    • – Humane (Value-Based) Education
    • – Self-Sufficiency Programs
    • – Humane Constitution Programs
    • – Science and Technology for Sustainable Development

    The five councils will be accountable for the success of these programs. To operate and implement these programs, committees along with their directors will be appointed by the General Assembly. These committees will operate under the supervision of their associated councils who will monitor and evaluate the effectiveness of these programs in collaboration with program committees and will provide a report to the General
    Assembly.

  • Mandate  

    The UWO General Assembly will issue recommendations and establish global cooperation. Recommendations will be non-binding, unless they are pertaining to the sustenance of the Earth and humanity. All the endeavours of UWO are intended to accomplish the four shared human aims.
    The General Assembly will be responsible to actualize the necessary conditions where every citizen can have the opportunity to develop the capacity and confidence to attain:

    • Inner resolution in every individual through holistic value-based education
    • Prosperity in every family or team by ensuring availability of adequate means, skills, training, and health for meaningful production work
    • Trust and fearlessness in the society by enabling equal opportunity, justice, human security, and the fair exchange of human labour free from exploitation, profit and loss
    • Harmonious Coexistence on the Earth by ensuring balance in all the entities of nature (matter, plants, animals and humans) as well as among all nations and international organizations

    To accomplish these objectives, the General Assembly will nominate responsible and eligible members for all five councils, who will be accountable to provide education, training, research, programs, and implementation. In fulfilling this responsibility, all five
    councils will elect a director for their council, and will have the rights to establish committees, agencies and appoint delegates, etc., as needed with the consent of the General Assembly.

  • Decision Making  

    The General Assembly is the decision-making body of the UWO. All the members of the General Assembly will have equal representation with equal rights and voting power. Decisions will be made by majority voting.

    Note: Majority voting will be effective for the current situation only. Once this model has been properly established, decisions will be made jointly and unanimously.

  • Executive Body  

    Since there is only one body in the UWO, the General Assembly, and all five councils are an integral subsidiary organ of the General Assembly. To fulfill its responsibilities, there is no separate executive body. The General Assembly is both the decision-making body and the executive body and executes all decisions through their five councils.

  • Duties and Responsibilities  

    For rights and responsibilities of the ‘General Assembly’ please see the previously mentioned section: ’Duties and Responsibilities of the Assemblies’

    Education and Values Council:

    • – Establish an advanced education research centre for study and research of balance in the ecosystem, climate, weather, forests, minerals, as well as justice and security
    • – Determine the content of education that is holistic, humane and relevant, and ensure its popularization and reach to all citizens of the world
    • -Provide guidelines for harmonious and balanced living and appoint delegates for its popularization
    • -Establish education for unity and coherence in culture, civilization, law and governance systems

    Justice and Security Council:

    • Resolve international disputes and conflicts and ensure Justice
    • Establish a war-free society, and ensure human security worldwide
    • Provide comprehensive guidelines to ensure optimum healthy and balanced conditions for the environment (animals, plants, mineral, weather) through education
    • Establish harmonious relations among nations while keeping the nations’ borders secure
    • Put effort to dissolve the national boundaries while maintaining good relationships among nations
    • Evaluate the dissolution of boundaries and its praise, promotion and publicity to ensure a tradition of humanity

    Production and Work Council:

    • Provide education, guidelines and perform evaluations for responsible use of all natural resources and various goods in a just and fair way
    • Recognize and promote people and planet friendly technology
    • Provide guidance to improve the quality and standard of products through research
    • Ensure production of renewable energy and the appropriate associated technology
    • Monitor and provide guidance to all assemblies of regional organizations for ensuring adequate and balanced production of goods
    • Obtain all necessary facilities, goods and resources from industries of Nation-States for operation and maintenance of the UWO
    • Provide evidence of living with responsible use of all resources though visual demonstration

    Exchange and Treasury Council:

    • At this level, there will not be any significant need for exchange in the UWO as all areas of concern have been taken care of in the lower tiers. If any necessity does arise, then this council will fulfill the responsibility for exchange
    • Develop guidelines such that international trade can be carried out without profit and loss and with respect of human labour in all forms.
    • Develop clarity, provide guidelines, monitor the usefulness and ensure balance of nuclear energy
    • Develop education and training programs to ensure the availability of tools and equipment for maintaining a balance in energy production and consumption.

    Health and Self-regulation Council:

    • Provide knowledge of the best practices for health and self-regulation based on research and study, so that every citizen in the world can develop self-reliance in health, and be able to experience wellness as expected
  • Human Security Worldwide  

    Ending War: Border Protection and Peacekeeping Force (WBPPF)
    Protective powers equipped with military will be arranged within the Justice and Security council of the UWO in order to:

    • Ensure international order
    • Provide human security worldwide
    • Establish world peace
    • Develop global cooperation
    • Create a disarmed world

    There will be representation of all Regional Organizations in the Justice and Security Council without any veto power. The WBPPF would be a neutral and nonpartisan arrangement which will be operated by the Justice and Security Council. The Peacemakers (soldiers) will be employed from all over the world, and not by just one, or a group of selected nations. This protective power of the UWO will be used only for
    the sole purpose of providing assurance to the citizens and governments of those nations who:

    • Are willing to minimize their military and border security and abolish their weapons of mass destruction
    • Do not want to keep any military forces or weapons at all, and have given the rights of their border security to the UWO.

    Any resolutions passed by the Justice and Security council regarding the above will be binding on all the UWO member states.

    The Education and Values Council will work in collaboration with the Justice and Security Council, to provide the content and implementation of education for moving in the direction of an eventual borderless world and undivided society. Though proper education, citizens of the world will be equipped with the worldview of harmonious coexistence and the mentality of being together, thus freeing their mindset from divisions and mine vs. other thinking. People will realize their authentic identity as global citizens rooted in humanness and humanity. All nations will be educated and encouraged to end their military, border security, and investment in weapons, and to invest those resources for the wellbeing of their citizens, the eradication of poverty, sustainable infrastructure development, and to build a happy, peaceful and prosperous
    nation.

    Through the holistic education process, the necessity and process to live together in harmony will become clearer, and social harmony will spread. People will gain clarity about the importance of global governance for the well being of all. Eventually, complete trust will be established amongst all nations. After some time, military and weapons will turn out to be completely useless for humanity.

    Conclusions:

    As humans, we all share the same desire for inner resolution, prosperity, fearlessness, and harmonious coexistence. To fulfill these four shared human aims, humanity needs five programs:

    • Education – Values
    • Health – Self-Regulation
    • Production – Work
    • Exchange – Treasury
    • Justice – Security

    We need a global governance system to serve humanity in accomplishing these shared aims through implementing these five programs. In order to cover the entire spectrum of humanity and to make this available for all of humankind, the system needs to be organized into ten-tiers with assemblies containing five councils. Through this process of governance system, every human being will have the opportunity to participate to
    accomplish the shared human aims. Through the combination of the ten-tier system and the five programs, all the needs of humankind can be fulfilled in a just and sustainable manner.

    By implementing this system we can transcend the predicaments of inequality, exploitation, animosity, revolt, war, poverty, pollution, climate change and environmental degradation. We can free humanity from fraud, bribery, corruption, abuse and hoarding.
