Global Governance for Global Cooperation

Each assembly in the ten-tier system will be accountable for the following:

• Nominating members for the five councils out of those who have shown outstanding performance in previous levels
• Making decisions, preparing proposals, providing recommendations and developing programs based on the prevailing necessities by consultation with the lower level assemblies
• Implementing programs to execute the decisions and suggestions made by upper level assemblies
• Monitoring and evaluating the work and performance of all five councils
• Cooperating with all five councils to ensure availability of all necessary facilities, skills, training, education, expertise, science and technology
• Collecting the resources required to operate the councils from the previous level assembly.
• Each level of assembly will be accountable to provide the required resources to the upper level after fulfilling their needs
• Acting as inspiration for the members at the previous levels through evidence of exemplary living for moving towards harmonious coexistence

Every assembly (except team and community) will fulfill all its duties and responsibilities through the five councils. Below is a brief description of the duties and responsibilities for the team, community and township/village:

– Family (or Team)

• Explore, study and develop the capability together to live fulfilling lives by ensuring inner resolution and prosperity
• Develop the capacity to live with humane conduct (values, character and ethics), recognize relationships with human beings and the environment and fulfill the values inherent in these relationships
• Develop the mentality and practice to ensure prosperity by engaging in production activities
• Take collective responsibility for any member’s mistake to help that individual gain the ability to correct the wrongdoing; the representative becomes the motivator in this process
• The representative collects and reports information to the township/village so that they can provide the necessary assistance through the five councils
• The representative provides information to appropriate community councils if any member has a specific ability or expertise in any technique such as handicraft, agriculture, arts and literature
• Evaluation of family members by the representative on the basis of ethical personal wealth, moral husband-wife relationship, and kind work and behaviour.

The following are the benefits of having a family (team):

• By living together there is a better understanding about each other
• Develop the ability to recognize and define needs properly
• Make better decisions in mutuality
• Mutual help and cooperation due to same shared goals
• Cultivate mutual-fulfillment in relationships, which creates healthy conditions for a good life
• Provide a conducive environment for physical and psychological growth of children and youth and guide their life with living examples
• Set good direction and leave a better legacy for the future generation
  Provide basis for creating a harmonious society
• Since phycological and emotional needs are fulfilled through harmonious relationships in the family, material goods will be used responsibly for the fulfillment of physical needs. This creates optimum heathy situations for environmental balance

– Co-housing/Neighbourhood (or Family Group)

• Maintain harmony and balance among all 10 teams of the community by living with justice and complementariness
• Create and arrange the programs for every age to ensure everyone in the family is always deeply connected with each other and live in harmony together
• Ensure every family is able to evidence prosperity through participation in co-housing/ family group for societal progress
• Ensure all 10 families are maintaining coherence in culture and civilization
• Promote and encourage skills such as handicrafts, art, agriculture, cottage industries etc. among all 10 families of co-housing (family group) and develop ideas and strategies to enhance skillsets further
• Ensure all 10 teams are accomplishing the first two shared human aims of inner resolution and prosperity
• Evaluation of the representative of the families on the basis of his/her ability to live with humane conduct
• Equip every team with the understanding of how to maintain health with general knowledge to treat common illnesses.
• Resolve the disputes and difficulties amongst teams. If disputes cannot be resolved by the co-housing Assembly, then they will be presented to the council of Justice and Security of the community (Township/Village Family)

– Community (or Township/Village Family)
Community (township/village family) Living is the most important pillar of the global system. The assembly of the community will be accountable to fulfill the following responsibilities:

• Monitor and evaluate the work and performance of all five councils from time to time and provide necessary directions
• Ensure all endeavours are based on the principles of inner resolution through understanding and prosperity through industriousness
• Provide arrangement and set-up for common facilities in the village based on survey, estimation, study, and priorities. Obtain help and cooperation if needed from any relevant councils and other institutions in this endeavour
• Based on survey, estimation and study, prepare time-bound action plans for families in need in coherence with the harmonious global system, and give necessary direction to the various councils for implementation
• Arrange and set-up common facilities such as: building and infrastructure for education, medical treatment, exchange-treasury and storage
• Provide multi-purpose buildings and halls for assemblies, presentations, cultural events, weddings, gatherings, prayer, sports, indoor games and other required activities
• Being accountable to the inhabitants of the community (township/village) and make decisions on suggestions made by the assembly of the block (township/village family group)

To fulfill their accountabilities, the Community (township/village family) will organize and operate five councils with following responsibilities:

1. The Education xx and Values Council
   • Provide education to families to ensure each person possesses the knowledge, wisdom and science for living in harmony and participates in harmony with each other and the environment.
     The council will ensure this education is passed down from one generation to next through actions and proper education.
   • Operate and monitor elementary education for the Community (township/village family)
2. The Justice and Security Council
   • Arrange comprehensive educational programs for developing the vision of justice and security and to equip citizens with the ability to live in harmony with each other
   • Ensure justice and resolve disputes which have not been resolved at the family and community levels
   • Ensure everyone in the community is developing mutual trust, respect and cooperation and everyone is feeling satisfied
   • Ensure the unity and coherence in culture and civilization of all 100 families in the Community (township/village family)
3. The Production and Work Council
   • Ensure services and local production of necessary goods through agriculture, natural medicine, handicraft, cottage industry and small scale industry
   • Provide housing for each family with maximum utilization of local skills and materials
   • Arrange clean drinking water, sustainable waste disposal, and a proper system for organic compost
   • Ensure the availability of bio-gas plants in the township/village at a personal or collective level because animals and agriculture are an integral part of human settlements in the community
   • Ensure maximum use of renewable energy
   • Develop the mechanism for maximum use of solar energy in pumping water, cooking, distillation, grain drying, heating and cooling in order to stop the use of traditional fuels such as coal. Discover the possibility for utilizing air and hydro energy and ensure their implementation
   • Arrangement for a toilet in every house and all public places. Utilization of waste water from toilet for agriculture purpose
4. The Exchange and Treasury Council
   • Establish, operate and monitor the exchange-treasury in the community and ensure people in the community are fulfilling their requirements first through fair exchange without profit and loss and only then making it available for exchange with other exchange-treasuries
   • Act as an agency for coordination between the council of exchange and treasury and the nationalized banks
   • Provide the facilities for telecom services, post office, banking and medical treatment
5. The Health and Self-Regulation Council
   • Provide the facilities of medical treatments
   • Educate all families about general treatment through: herbal medicine, natural home remedies, nature cure and food therapy and maintain health through sanitation, food safety, natural dental hygiene, nutrition, detoxification and body-mind purification practices, physiotherapy exercises, yoga, pranayama, safety and emergency medical response

Block (or Township/Village Family Group)

1. The Education and Values Council
   • Provide education for ten townships/villages
   • Establish middle education centre (school) with the help and contribution of
     1000 families under the block
   • Ensure the means of transportation with contribution of 1000 families so that
     every student from all ten Communities (township/village family) can reach the
     education centre
   • Organize, operate, perform and monitor various festivals and celebrations
2. The Justice and Security Council
   • Arrange comprehensive programs to develop the vision of justice and security
     so that everyone becomes assured about this.
   • Ensure justice and resolve disputes and difficulties which have not been solved
     in the previous three levels and ensure everyone feels satisfied
3. The Production and Work Council
   • Ensure all ten members have expertise in village and small-scale industry
   • Establish small-scale industries to produce necessary goods such as materials
     for education, clothing and adornment, house construction, and equipment
     related to transportation and telecommunication
   • Ensure production according to the needs of ten communities under the block
   • Operation and maintenance of roads and traffic among the communities
   • Assessment, operation and maintenance of the needs of cottage industries
4. The Exchange and Treasury Council
   • Establish the exchange-treasury system to make all necessary goods available
     through a fair exchange method
   • Ensure the conservation of all natural resources
5. The Health and Self-regulation Council
   • Provide knowledge of best practices in healthcare
   • Establish and operate a healthcare centre and hospital

District (or District Family)

1. The Education and Values Council
   • Arrangement of education centre for senior secondary and undergraduate stage
     and ensure its availability for all students
2. The Justice and Security Council
   • Ensure justice and resolve disputes and difficulties which have not been solved
     in the previous four levels and ensure mutual fulfillment
   • Determination of the necessary procedure for justice at the Community
     (township/village family) level and ensure justice for the inter-township/village
     issues
3. The Production and Work Council
   • Selecting the location, determining and monitoring the process for production of
     various products and the producers
   • Establish small-scale and medium-scale industries in substantial quantity to
     produce necessary goods mainly building materials, adornment, transportation,
     and various means of telecommunication
   • Make roads and rail transportation robust and ensure the connectivity of various
     Communities (Township/Village Family)
4. The Exchange and Treasury Council
   • Determination of the total needs of various goods in the township/village under
     the district
   • Establish exchange-treasury and ensure its continuous connectivity with the
     other previous four levels
   • Establish procedures for exchange with other districts exchange-treasury
     councils in the province
5. The Health and Self-regulation Council
   • Arrangement of exercise and fitness centres (gyms) to ensure health
   • Establish, operate and monitor the advanced hospitals equipped with modern
     technology for treatment of serious and incurable diseases, injuries, accidents,
     surgery and all the medical procedures based on various modern and traditional
     medical systems

– Zone (or Zonal Family)

1. The Education and Values Council
   • Establish, operate and manage education centres for undergraduate and
     postgraduate stages
2. The Justice and Security Council
   • Ensure trust and fearlessness through providing justice and security
   • Resolve all disputes and difficulties which have not been solved in the previous
     five levels and ensure mutual fulfillment
   • Be fully aware about justice and security and prepare proposals to ensure this at
     various levels. This is the most important activity of the Zone
   • Ensure public awareness in every Community (Township/Village) for the election
     process
3. The Production and Work Council
   • Establish medium-scale and large-scale industries to ensure the availability of
     necessary goods and machineries required to operate small industries, village
     industries, cottage industries, village crafts and production of transportation, and
     means of telecommunication
   • Determin the process and detailed planning to implement the master plan for
     the Community (Township/Village) which is prepared by the province
4. The Exchange and Treasury Council
   • Establish the exchange-treasury to ensure the availability of necessary goods
     for entire Zone and connecting all the other exchange-treasuries through
     telecommunication
5. The Health and Self-regulation Council
   • Establish and operate technologically advanced hospitals to find cures for
     serious conditions and incurable diseases

– Province (or Zonal Family Group)

1. The Education and Values Council
   • Establish education centres for higher studies where deep and intense study,
     writing research papers and thesis can be accomplished
   • Doing research to ensuring harmony and coherence in culture, civilization, laws
     and governance system and advance the technology in purview of all the ten
     tiers and five councils
   • Ensure that every citizen gets a value-based education and through that
     become equipped with expertise and proficiency in skills, behaviour and
     knowledge
   • Ensure the availability of training centres for production in every village, block,
     district and zone with the explicit recognition of appropriate technology
     according to need
2. The Justice and Security Council
   • Ensure necessary means of telecommunication for justice and security
   • Ensure justice and provide complete solutions to those disputes and the
     resultant difficulties which have not been solved in previous six levels
   • Perform the election every four years to elect a representative in the family by
     engaging with the Community (Township/Village) based on excellence in living
3. The Production and Work Council
   • Arrange and operate telecommunication systems within the boundary of the
     Province in a self-reliant way
   • Establish medium-scale and large-scale industries to manufacture means of
     transportation and equipment and machinery for telecommunication to ensure
     the needs of the nation are fulfilled
   • Ensure smooth connectivity among Communities (Township/Villages) via road,
     train or airplane
   • Advancement of technological processes and present it to all assemblies in
     order to become popularized
   • Ensure self-sufficiency of energy. First the Province will fulfill its own
     requirements of energy and only then help other provinces for their energy
     requirements
   • Recognize the need of responsible use of the land at the Community (Township/
     Village) level and determine the master plan for such responsible utilization
4. The Exchange and Treasury Council
   • Collect and store all the products in the exchange-treasury, link all the
     exchange-treasuries of every Community (Township Village) to ensure the
     availability of good quality products is in sufficient quantity
   • Ensure every Community (Township/Village) is becoming self-sufficient in food
     and shelter
   • Recognize, determine and evaluate the value of labour on the basis of the value
     of the goods; and the value of goods on the basis of its usefulness; and the
     value of the labour invested to produce them at all levels of the system in
     different geographical conditions so that goods can be exchanged without profit
     and loss
   • Ensure that every Community (Township/Village) has an exchange-treasury
     system. Only after fulfilling the need of the Community, should the remaining
     available resources be utilized to fulfill the programs in the block, district, zone,
     province and country
5. The Health and Self-regulation Council
   • Establish and operate advanced hospitals equipped with ultramodern
     technology, top doctors and surgeons to find cures for serious conditions and
     incurable diseases
   • Ensure easy access for everyone to healthcare facilities according to the need• Arrange education and training facilities for study and research to advance the
     field of medical science

– Nation-State (or Central-State Family)

1. The Education and Values Council
   • Provide and ensure the holistic value-based eduction to all citizens under the
     border of the Nation-State
   • Establish universities and education institutes to ensure higher studies and
     intensive research for excellence and best result in production work, justice-
     security work, exchange-treasury work, health services, sophisticated
     technology and societal progress
2. The Justice and Security Council
   • Establish justice and security systems to resolve discords at the previous levels
   • Provide guidance and perform research regarding security to strengthen
     relationships among Provinces and establish cooperation to ensure harmony
     between Communities (Township/Villages) and Nation-States
   • Provide education and ensure its availability for every family in order to
     recognize the excellence in each family and conduct the election to choose a
     most capable representative from their family
   • Ensure the recognition of humane conduct (living with values, character and
     ethics) according to the humane constitution. Also, arrange a proper evaluation
     system in accord with this.
3. The Production and Work Council
   • Establish large-scale industries to manufacture means of transportation such as
     trains, large vehicles, larger equipment and machinery
   • Fulfill the total energy requirement through renewable means by collaborating
     with their Regional Organization and all the Provinces under the Nation-States
     and ensuring the balance in production and consumption of energy
   • Ensure responsible utilization of all natural resources with just and fair methods
     as per the guidelines of the United World Organization (UWO) and implement a
     binding policy to actualize this from township/village to nation levels
   • Work together with assemblies of the Regional Organization and the Provinces
     to recognize and execute the programs and activities for ensuring all the
     necessary common facilities such as highways, railways, airways, heavy
     industries etc and making them people and planet friendly.
   • Implement the programs instructed by the UWO for climate balance and
     ecological restorations
4. The Exchange and Treasury Council
   • Arrangement of the exchange-treasury system and link it to all other exchange-
     treasuries at previous levels to calculate, estimate and ensure availability of all
     necessary goods more than the requirement so that every citizen lives with the
     feeling of abundance
   • Estimation, determination and evaluation of human labour invested in
     production, it’s standardization and development of a fixed criterion and
     establish balance among all Provinces based on geographical similarities in
     order to ensure fair exchange
5. The Health and Self-regulation Council
   • Establish and operate advanced and modern hospitals equipped with cutting-
     edge facilities with ultramodern technology, top doctors and surgeons to provide
     services primary for those who work in industries and to those patients who
     have not been able to find health solutions at previous levels

Regional Organization (or Principal-State Family)

1. The Education and Values Council
   • Establish an advanced and comprehensive education centre for study, training,
     research and practice for advancement and excellence and for appraisal of the
     meaningfulness and worthiness of education of all Nation-States under the
     Regional Organization in relation to their performance to ensure harmonious
     global systems and coherence in culture, civilization, laws and governance system
   • Provide the arrangement of an inspiring education to develop the capacity of the
     representatives
   • Evaluation and honour of literature, thesis, research, various arts in term of its
     purposefulness for harmonious coexistence among humankind and the
     environment and its continuity
2. The Justice and Security Council
   • Establish trust and fearlessness in all the nations under that Regional
     Organization (RO)
   • Collaborate with the UWO to ensure the border protection of every Nation-State
     under that Regional Organization and engage with them to dissolve the borders
     and move towards actualization of an undivided human society
   • Establish a justice and security system so that one state can inspire and
     transmit the family based sovereign system to neighbouring states and ensure
     popularization of global governance systems
3. The Production and Work Council
   • Establish heavy industries to prepare airplanes and heavy machineries etc.
   • Recognition of various sources of alternate renewable energy and get guidance
     with the United World Organization regarding this.
   • Generate electricity through renewable means of energy such as hydrokinetic,
     wind, ocean waves etc to fulfill the total energy requirement of Nation-State by
     collaborating with all the Nation-States under the Regional Organization and
     maintain the energy balance
   • Ensure responsible utilization of all natural resources by just and fair methods
     as per the guideline of the UWO
   • Determin the appropriate technology according the geographical conditions and
     cross examin its usefulness in relation to the entire planet and people with the
     provided guidelines of the UWO
4. The Exchange and Treasury Council
   • Establish exchange-treasury systems to collect and store all equipment and
     machinery and perform research and invention for societal progress and
     advancement of the products
5. The Health and Self-regulation Council
   • Establish and operate advanced and modern hospitals equipped with cutting-
     edge facilities with ultramodern technology, top doctors and surgeons to provide
     services primary to those who work in industries

– United World Organization (or World-State Family)

1. The Education and Values Council
   • Establish an advanced education research centre for study and research of
     balance in ecosystems, climate, weather, forests, minerals, as well as justice
     and security
   • Determine the content of education that is holistic, humane and relevant, and
     ensure its popularization and reach to all citizens of the world
   • Provide guidelines for harmonious and balanced living and appoint delegates for
     its popularization
   • Provide education to establish the unity and coherence in culture, civilization,
     law and governance systems
2. The Justice and Security Council
   • Resolve international disputes and conflicts and ensure justice
   • Establish a war-free society, and ensure continuity of human security worldwide
   • Perform evaluations and provide guidelines for activities of social justice,
     societal progress ad humanitarian work to ensure global wellbeing
   • Provide comprehensive guidelines to ensure optimum healthy and balanced
     conditions for the environment (animals, plants, mineral, weather) through
     education
   • Establish harmonious relations among nations while keeping the nations’
     borders secure
   • Put effort to dissolve national boundaries while maintaining good relationships
     among nations
   • Evaluate the dissolution of boundaries and its praise, promotion and publicity to
     ensure a tradition of humanity
3. The Production and Work Council
   • Provide education, guidelines and perform evaluations for responsible use of all
     natural resources and various goods in a just and fair way
   • Recognize and promote people and planet friendly technology
   • Provide guidance to improve the quality and standard of products through
     research
   • Provide guidelines and policies to ensure production of renewable energy and
     the appropriate associated technology and making binding recommendations for
     this
   • Be aware and keep account of various productions at all levels
   • Monitor and provide guidance to all assemblies of Regional Organizations for
     ensuring adequate and balanced production of goods
   • Obtain all necessary facilities, goods and resources from industries of Nation-
     States for operation and maintenance of the United World Organization
   • Provide evidence of living with responsible use of all resources though visual
     demonstration
   • If there is a necessity, at the initial stage ensure production of weapons through
     industrial methods by sourcing all assemblies of regional organizations
4. The Exchange and Treasury Council
   • At this level, there will not be any significant need for exchange in the UWO as
     all areas of concern have been taken care of in the lower tiers. If any necessity
     does arise, then this council will fulfill the responsibility for exchange
   • Develop guidelines such that international trade can be carried out without profit
     and loss and with respect of human labour in all forms.
   • Develop clarity, provide guidelines, monitor the usefulness and ensure balance
     of nuclear energy
   • Develop education and training programs to ensure the availability of tools and
     equipment for maintaining a balance in energy production and consumption.
   • Council of exchange-treasury will pay more attention to develop equipment and
     tools to ensure energy balance. They will develop complete clarity and will pay
     attention to ensure balance in the utilization of nuclear energy and provide
     proper education to any assembly whenever needed
5. The Health and Self-regulation Council
   • Provide knowledge of the best practices for health and self-regulation based on
     research and study, so that every citizen in the world can develop self-reliance
     in health, and be able to experience wellness as expected
