In the ten-tiered system, every assembly is responsible to make decisions, administrate, execute and ensure the law and regulations in collaboration with assemblies from other tiers. The assembly is not a power practice in this model; rather it is about accountability and participation to fulfill ones responsibilities towards the society and the planet. Every member fulfills his/her responsibility purely as a genuine service to the larger world.

In this system every assembly and every citizen is accountable for decision-making and execution. Here, legislative, executive and judicial bodies are the same assembly. Thus, it removes any possibility for corruption, exploitation, friction and struggle, which is prevalent in the current governance structures due to having all three bodies separated. This way, there is mutual harmony among the principles, policies, decisions, and execution.
